2001 Dodge Dakota replacement serpentine belt too short (w/o air)

You seem to have a short circuit, or bad circuit breaker. Most newer trucks use breakers instead of fuses for high amp circuits. Could you have run over something which tore a wire under in part of the 4 WD circuit? Pull fuses/breakers one at a time and try again until you find the one which kills the noise, then repair that circuit.

The upper passenger side firewall has a little black line passing through it . Usually it is broken. There is also a ball on the drivers side firewall behind the hinge

That is starnge because my husband had that noise and it ended up being the water pump. So you had the Serpentine belt replaced as well?

does it have a serpentine belt, if so check that tensioner is still hard to move to release the belt.

When you recharged the vehicle did you have it vacuumed?

So when you turn off the air con the noise stops ..
If yes then its the bearings in the Air Con pump which is driven by the same belt and when turning the r13 coolant around the bearings being dry and worn out will start to make the noise Same as the water pump does when it goes, but yours is Air Con Pump.

This is a common problem on the 5.9 engine after 60,000 miles. Try a simple to do seafoam fuel system clean. go to youtube for video to see results ahead of time.Type Seafoam treatment in search box. You may have moisture in your fuel system from condensation. Possibly carbon build up in your exhaust. the Seafoam will help fix this. RE Your serpentine belt make sure your tensioner spring is tight enough

You don't mention which engine you have in your '92 Dakota, but it's likely the 3.3L and if so, here's the diagram. Even if your engine is not the 3.3L the principals for replacing the belt are the same.

Get a serpentine belt tension release tool (local parts store) and use it to take the tension wheel away from the belt, which will make it loose enough to remove by simply pulling it off one of the pulleys (the alternator will be easiest) and then wiggle it out of the engine bay. The tool should come with a selection of heads for the different variations of tensioner arms/bolts. Once the belt is removed, replacing it is the reverse process.
