Here is a diagram of the fuse box in the interior. This is where the wiper relay is located, #6. Although if you hear sounds from the motor something might be restricting your blades and or the motor is shot and needs to be replaced.
The 96 Accord interior fuse box is under the dash, drivers side. Look for the small access panel with a thumb twist on it. Picture below:

Have you checked your starter? You should take it out and take it to Kragen and have them do a electrical test on it. It is free and they will be able to tell you if that is the problem
