It is only a recall when the problem has consistently been a problem across all magnums, or all dodge vehicle that have the same wiper motor. Generally unless there is a huge problem and there is a large outcry for replacement, companies do not recall items unless they post a safety hazard. Check with your dodge dealer and they should be able to tell you about any available recalls based on your vehicles vin number. Other than that it sounds like you need to purchase a new windshield wiper motor.

Windshield wipers completely stopped working

Well first I would check the fuse box for burned out fuses. Then I would get a simple dc power tester and see if the windshield wiper motor is getting power. If you don't have a bad fuse and the motor is still getting power I would say the motor has burned out.

I have a 2006 dodge magnum and just replaced the fuse and the front windshield wiper motor and it still does not work, what else could be wrong ?

Besides the wiper motor, there is an electronic circuit that controls the wiper. If am not mistaken it is next to the motor, sometimes moisture works its way in there and corrode the circuit. Replacing that is the best solution.

2006 kia wipper works but stops in the middle of the windshield

It sounds like the the circuit board has gone bad and does not know where the base is any more so it will stop at the middle or the windshield. Auto Zone should have a new board if it's replaceable like the GM products. Good luck and hope this helps, In the mean time you can always turn your wipers on and pull the fuse out when it's at the down position so it's not up.

Can't find fuse box for horn, turning signal and windshield wiper

I looked this up on WikiAnswers. Apparently the 2005 dodge magnum has 2 fuse boxes. One is under the hood on the passenger side and the other is in the trunk, next to the battery, in the spare tire storage well.
