Check the APV fuel pump relay under the hood. And check you fuse inside the car.

Slow start ups

Usually it is a fuel pump relay that does not supply a "prime cycle" when the key is first turned on.The fuel pump will get power when oil pressure is present, but you have to crank it a bit before oil pressure builds sending power to the pump only then and while it;s running.
A bad temp sensor can cause slow starting also.

My Chevy Lumina cranks but wont start

Is the security system tripped? You need to determine whether the engine is getting fuel and spark for it to operate. Remove a spark plug wire and insert a screwdriver blade into the boot and ground it at the engine. Crank the engine over to see if it has a good blue spark. If spark ok, check for fuel pressure at the test port on the fuel rail. If no fuel, you will have to test the pump and its circuits. If fuel ok, you will have to check injectors and there circuits for operation

1989 cutlas cera wont start its giving me code 12

Code 12 is a "good" code-it means system normal.
Since no codes are stored, check for spark and check for gas-is the fuel pump coming on? You should hear the pump buzz for a couple of seconds when you turn the key to on-it should start and pressurize the lines, then shut off until the engine is cranked-when cranking, pump should be running again. If you don't hear the pump, check if the fuel pump wire at the gas tank connector has power to it when the engine is cranking. If it does and the pump is not working, the pump will need replacing.
If no power, check the fuel pump fuse and relay, under the hood.
If the fuel pump is working, it may be ignition related-check for spark. You need to see a blue snapping spark to know the ignition system is good. If no spark, suspect the ignition control module or the crank position sensor -or the pickup coil, if no crank sensor. The pickup coil will be in the distributor-if you have one. If no distributor, crank position sensor is behind the crankshaft harmonic balancer.
If fuel pump and spark are good, you will need to diagnose the injector circuit.
Post back with what you find.

Had friend put OBD diagnostics to it and error code indicated fuel pump ????? No code indicates replacing any part . Indicates testing ! pressure and flow testing , voltage drop testing the electrical circuit etc... There is a check valve in the fuel pump assembly that is suppose to keep pressure in the fuel lines an fuel rail . When the check valve goes bad allows fuel to drain back into the tank. Try turn the key on an off a few times to build up pressure . The PCM energizes the fuel pump relay for two seconds at key on .
