When bouncing, does the engine speed go up and down. If not, the gauge may be bad, or if the engine sounds like it speeds up, try cleaning the throttle body by spraying throttle body cleaner into the intake/throttle and wipe clean with a clean cloth. Do this 2x's. You will have to remove the intake pipe that connects to the filter box and intake. After cleaning this, it may seem hard to start for a second, it's because of the cleaner. Don't worry it will start.

99 Dodge Ram 4x4 owner here also, Most Auto parts stores will do a free plug and play diagnosis if You can drive Your truck to them, That will give You the problem codes and if the salesman knows His stuff He can tell You the coded problem meaning and what part/service is needed to remedy if any, might just need a reset, I eventually purchased a DB II tester for myself as I have multiple vehicles and cant always get to an auto parts store, Good Luck

Try replacing the IAC ( idle air control). They can cause the hesitations and can also cause the vehicles ilde to jump up and down. Also check for any loose vaccuum lines.
