I would check to see if the hood release moves when the inside lever is pulled then pushed, if not the cable and latch mechanism may need lubrication or be broken.
Don't pull up on the front, but press down hard, while someone pulls on the handle.
Try whacking it some more there, too, while latch is being pulled. Another place to hit is at rear of hood on driver's side. If it still won't open, you may have to get your hand on the hood latch to move the lever that the handle cable attaches to. The lever would have to move towards the driver's side to pop the latch. Sometimes a long screwdriver poked up from underneath may reach the latch. Or you may be able to get your hand in past the grill, or remove the grill to get your hand to the latch. When you do get it open, put a few drops of oil on the latch mechanism, and see if any adjustments can be made to open it easier either on the hood itself, or the latch mechanism. Just about all cars have a way to adjust the latch. Good luck.
You may have to use a section of wood or a pry bar to get it to move. Chances are the cable is not connected to the latch, or the latch is dry for oil.
grip the cable with some channel locks and give it a pull if the problem is the lever, if the latch itself (under the hood part) is the issue try to slip a sawzall blade in there and cut that ****** in half
There are two rubber grommets located on the hood-one at each front corner. There are replacements that can be purchased at parts stores (Help brand-usually on those "spin-around-racks"-just ask parts guy you want hood bumpers. These come in different sizes (diameters)-the ones I found and used were a bit small. I used silicone to "fatten" them up. You will see they are adjustable by threading (rotating" them in the hole in your car's hood. What seems like your hood not latching is the hood is not held tight against the latch (constant pressure from the bumpers holding hood up). Your hood is just laying all the way down-you need the bumpers.
pull the latch on the left side of the steering wheel column. if it soed not pop, go pull up on the hood hard and pull the lever again. it should pop the second time. then reach up under the hood and disengage the safety hook
