You have two places to look for your Flasher relay. Start under the hood on the drivers side there is a Black Box open it and look inside there should be a label telling you what each one is. The Other is under the dash and will require some effert to locate. Suggest you have the replacement in hand to help you locate it.

    On a 91 silhouette there is a flasher located under the dash on the driver side, also there is a flasher under the dash on the passenger side, you will need to remove a panel to gain access. The flasher is located on the upper left of the board /panel.

The turn signal flasher relay is located on the driver's side, under the dash, mounted on the steering column.
The hazard flasher relay is located driver's side, under dash, driver's side of steering column, mounted on fuse panel.

possibly one side of your signal flasher is out turn on emergency flashers to locate one flasher then you can locate the other

For component locations you can go to autozone.com and they will give you a list of all of your cars components and there locations. It does sound like the flasher to me. Hope this helps.

Turning signals have stoped flashing.

The hazard flasher is located in the convenience center, under the dash, on the left side kick panel. The turn signal flasher is installed in a clamp attached to the base of the steering column support inside the car.

their is a radiator fan switch or coolent temp sensor that cuts it on possibly a relay but first unplug the sensor fans should turn on if not possible it has a bad fan motor
