Odd that your vehicle runs both systems on the same circuit and with only a 10 amp fuse. I'd try a 20 amp fuse to see if that works. Worth a shot, it shouldn't harm anything.

I would start at the starter, it could have a short but it's only apparent when the engine gets it hot. you can try to pull the fuses to other things and see if the problems stop. this will at least give you an idea of where to look. also check fusible links and look for wire corrossion

Fuse blows for wiper as soon as i turn on the wiper switch

If you can remove connector to wipers, do it, then turn them on and see what happens. If fuse blows, it's most likely a short in wiring harness, if it doesn't, then most likely the motor. Does it attempt to move at all, before it blows? Look for bad or bare wire in harness as well.

Try removing the harness connector to the motor, and see if it still blows the fuse, then you've isolated the problem.

1997 Dodge Ram 3500 windshield wipers wont stop

If your voltage regulater in the charging system (distributor, altinater, battery, PCM) was replaced then the entire PCM where the volt. regulator nis held should have been replaced, so hopefully it was.
To check the charging system make sure when the truck is running the battery reads 13.5 to 14.5 volts (may go as high as 16) and when not running the battery should be at 12 volts. Any high and low voltages meen that the regulater or PCM are still bad and could be your problem.
to check the wiper circuit, pull its fuse and place a continuity tester over the fuse positions terminals, should have continuity, if not you have a wiring issue and the circuit needs tested at different sections until the break is found. Also the tester to check the wipers ground, place one test lead on a known/good grounding spot and the other on your wiper ground if there is no continuity than you are not grounded and you have to find the short.
You can get a Haynes repair manual that has all circuit diagrams in it, if your able to read circuit diagrams, hope this helps.

Yes, there is a fuse for the wiper motor.
It will either be located in the fuse panel inside the Truck, or the one under the hood (near the battery somewheres)

If it's not the fuse, chances are its your wiper motor.

When the fuse for the wipers keeps blowing, that means either the motor has a dead short within it and must be replaced, or the wiring going to the motor is damaged and shorting out on the vehicle body somewhere and must be repaired.

Here is how you check it; replace the blown fuse, unplug the connector from the wiper motor, then turn the key on if the fuse does not blow then you need to check the wiring to the motor if the wiring is not damaged anywhere replace the wiper motor.
