Check the fuses under the dash and under the hood

failing that go to auto zone they can show you the location and quote the parts price too
remem ber to turn on wipers and turn on ignition dont start the car look under hood listen for winding noise locate noise locate wiper motor

if making wiring noise remove and re conect wiper arms inside as they are prone to poping off if over loaded like when frozen to wind screen they pop the conector rather than burn the motor out ]

see if there is power to the motor if not then find out why. see if you can manually pull the wipers yourself if you can the wiper transmission will be the cause

Just bought 2004 passat and winshield wipers dont work

If both wipers are not working, then first of all check your fuses, if fuses are good follow wiper motor wires or look in owner's manual to find the wiper relay. Test relay with ohmmeter to see if it is good or just replace it.
Double check all wiring.
Last possible cause would be the a bad wiper switch which you can also test with an ohmmeter

there is a fuse box under the hood to the passenger side and the second fuse box is under the back seat next to the battery you just pull the seat out and up and it should pop out

if you have rainsensor wipers make sure that you have not just turned them off.Sensor is in the windshield in front of the rear view mirror.
