Susan, inside the wiper motor is a parking peg which controls the position of wiper blades when off, It is possible the peg is damaged or broken. The wiper motor would have to be replaced in this case. You can find a used one at the auto wreckers, just make sure the plug is the same as yours, as they may be different from one year to another.Have a good Tech. check wipers, diagnose and estimate repair.

You need to replace the crank arm that is attached to the wiper motor. Then bend the tab back up on the wiper motor bracket that got bent when the crank arm went bad. The crank arm catches the tab when you shut the wipers off so they back up and go down to the park position.
The park gear in the wiper motor is broken, It is just a plastic gear in there that parks the wipers in the lower position, they won't sell you the part, you have to buy the whole thing. I would go to a junk yard or check ebay, a lot of cars will fit, crown vic, lincoln, etc. The dealer wants a couple hundred bucks for it. I tried to fix mine with a bunch of plastic gears from radio shack, but had to buy a motor on line. Check it out, hope this helps.
Hmmmm... if you replaced the motor you must have cleaned the area housing the arm mechanism. I had the same problem and found the problem to be in the arm assembly box on the firewall. Under the hood, triangular shaped box with snap on top was full of dirt, leaves and pine needles... I removed all the **** & my wipers now park as they should!!
