Dealerships are supposed to provide the code for free. There are websites that say they give you free codes, but typically there is a cost of around $12 like this one.
If it is not in the owners manual you will likely need to provide the vehicle vin # and registration to a VW dealer Parts Department and they can call it in to the manufacturer and get it for you.
If no power to the radio unit then probably fuses!

You do have to have the vin # to get the code to unlock most of the time but they may be able to get for you off serial # on top of radio. You would need to call VW dealer and they would give you another # to call. It is free if you have the vin, for reasons of radio theft you need vin most of the time.
