Pfugi... I'm in the process of trying to change out my turn signal switch and that process requires pulling the plastic trim from on top and bottom of the steering column. I have the same problem that you do with the tow haul and after a few months of it not working I pretty much dismissed it as not a big deal, but I found the problem yesterday and I'd be willing to bet you have the same problem. Where the set of wires comes from the button on the end of your gear arm and into the steering column needs to have some flex to it as you shift the car and the extremely fine wire that they used simply snapped in half. There is absolutely no extra wire there and I'm deciding whether or not to solder on an extension or not while I have it open. I tow a camper and in Colorado quite a bit and I have just relented to manually shifting when necessary.
I had the same problem and just fixed it today. My 2002 Silverado has what looked like a single wire coming from the shift arm. It is actually 2 fine wires inside it. Jim1440 was 100% correct with his solution. GM did not leave any free play and it was broke inside the little button sleeve. I removed the button to give it more play. Was then able to carefully strip back the fine wires, twist them together and solder them. That took care of it.
