No start condition new battery , good starter, turn key to start position light come on dash, go forward to start light go out and you hear click under dash area like relay, no power getting to starter. happens intermittently - remove battery cable let sit for a bit . starts right up . happened twice to my wife , then would not reoccur . got into car & finally happened to me. bad relay ?? is there a relay under drivers dash area that's bad ?

No starter relay is always at the fuse relay box at the engine compartment. The relay that you hear is the relay for the accessories to turn off the power during starting position.

First, is the security light staying on or flashing ? You have a problem with the chip in the key or the security system if it is.
Otherwise, you need to know if you have battery power at both terminals on the starter when the key is in the start position. One possible cause is the neutral safety switch.
had the same problem on a 99 buick regal no power going to starter silinoid and dash lights went out when key is put in start position.turns out it was the ignition switch.95.00 at auto zone
Well, that's good, but even if the chain was broke, the starter would still be tryiing to start the car. Since your starter wont crank the engine over, your start circuit has a malfunction. Possibly the starter went out, so you need to have that tested for a malfunction. A simple test of part of the circuit is to turn the key to on.. Now your dash warnimg lights (oil, alternator, and check engine light) should be on. Are they on, and your gauges working? If not you have lost power to the ignition switch, so check your battery connections. If the key switch turns the dash on, then turn key to start. Do you hear a click from the engine area? If not, have the starter checked. If you do hear a click, or several clicks, then power from the switch is causing that click, probably at the starter. Turn the headlights on and observe them. Are they bright? If not, charge the battery up. If they are bright, watch them while a helper turns the key to start. If the lights go dim in start, probably a bad starter. If the lights don't dim, it could be a bad connection somewhere, like the battery or starter. Good luck
Do you have a multi meter.
You should have three post on your starter.
Two large and one small.
The small one is the energizer wire. That one appears to be working if your getting a click sound At the starter solenoid.
Then you will have a larger cable coming from the battery to one of the large post.
That post should have 12v at it.
The other large post will have the braided wire that goes into the starter motor.
That post will have 12v at it when you turn the key and energize the solenoid.
If you get 12v there and the starter don't work replace the starter.
The click sound you hear is the solenoid being energized and closing the circuit so it is working. most likely starter is bad.

Did you have the battery checked by a doing a load test? Do you hear a "clicking" sound when you turn the key to start? If you hear a clicking sound, and you're positive the battery is good (fully charged) it could indicate a bad starter solenoid.
By the way....what kind of vehicle is it....a 00 Camry or an 04 Impala?
check connections from the battery to starter
if ok tap on the starter with a hammer as a helper starts the engine if it starts replace starter
before you do dose the key turn all the way forward normal starting position? reason i ask is why did you replace the ignition cyl lock?
check the starter..is there a click?if so... wiggle battery connections..if still nothing... try tapping on the starter under the jeep while somebody turns over the engine
Did you try to boost battery? Sounds like low charge. Check battery terminals for tight and clean as well as groung connection at body and power connection at starter for clean. If battery OK test for power on starter wires. Large wire will have contant battery power small wire will have battery power when key is in crank position. If power ok on both it will probably need a starter. Hope this helps...Good Luck.
