1996 Chevy Lumina wont start. Relay fuse on passenger side under hood clicks. tried replacing it, wont start. but if you wait 8 hours, a day or two, and try, it fires fine??? The only time it wont run is when you turn the key and hear the fuse clicking. 3.1L V6

PMC fuse ????? Do you mean PCM / IGN . ? What amperage ? Where is this fuse located ? Under hood fuse box , I/P fuse box.

Sounds like you have a blown head gasket.

Fuses are located on the passenger side of vehicle. Open door and look at the end of dash. Another fuse panel is located under the hood on the passenger side of the vehicle.

the fuse for the radio is not under the hood its in the passenger compartment on the drivers side

The pump would not be providing fuel to the injectors.
The pump relay could be making the noise. The relay is in the fuse box on the passenger side of the radiator.

There are 3 , 1st and second are under the hood on both sides where you would normaly see the batt and 3rd on the passenger side, side of the dash, need to open door for access

If it is the same as my 1991 lumina it will be mounted to the left strut tower under the hood. There should be a fuse and a relay.

The heater blower motor is connected to the heater core housing passenger side, under the hood, on the firewall. It may be a very involved replacement with specific steps required to change without breaking a different component. Check it out - if there's a bunch of stuff ( like a/c hoses,drier,evaporator,etc.) in front , you may want to take it to your local shop for replacement. If it's not working, first check the fusees and or relay to make sure that's not the problem. Fuses should be under the dash in the fuse panel - if it has a relay that should be under the hood, passenger side, rectangular black box. The covers for both panel and box should have a diagram of which fuse / relay is what.

You need to check for power at the purple wire going to the solonoid while key is in the start position, if no juice then check starter relay-under hood- fuse ,and ignition switch

The relay for your cooling fan is located Under hood, passenger side, front side of wheel well, mounted in relay panel. I would also recommend testing or inspecting the coolant temperature sensor as well. it is located Under hood, passenger side, upper engine area, above water pump, mounted in intake manifold
