Shifting--sorry to tell you, but as a mechanic who has rebuilt MANY 4L60E transmissions, I can promise you that your transmission is dead and needs to be completely rebuilt. Tell the builder that as a minimum over a stock rebuild you want: A hardened input shaft, The Beast sun shell, all Alto Red Eagle frictions and full-thickness Kolene steels, a new reverse drum and an extra-wide Carbon Fiber power band, the Sonnax "Super Hold" 1-2 and 3-4 servos, the Sonnax Heavy Duty 2-3 Shift Valve, the Sonnax .490" Boost Valve, and the Transgo valve body seperator plate. This will cost about 600 bucks more than a stock build, but the new transmission will be bullet-proof and will last until you get rid of the truck.
You can replace the dash lights yourself; the cover snaps off the fron of the dash, there are a few 9/32nds bolts that hold the instrument panel onto the dash, and the bulbs replace from the rear.
The rust, well, you can use metal polish and a fine cotton scrap and polish it off--but it will come back; for chrome to rust, there is a defect in the dip, or a non-stainless metal in continuous contact with it.
