Dirty throttle body will cause hesitation. Brake clean and a tooth brush. Clean inside around where the plate sets and the back of the plate. Start the car( it will take a second or two). Then rev it up and spray some of the brake clean in the throttle. Also check the air filter. Replace if dirty.

If you are restoring or want to DIY, I wouldn't hesitate in spending the few dollars on having my own service stuff on hand.
Could be caused by a few different thing's ,dirty mass air flow sensor ( if your vehicle has one ) A worn TPS - throttle position sensor , dirty throttle plate .
1998 to 2002......there are a few on ebay for $50.....and they are 8 pin connector types. Auto dim, compass, etc. Type in on the ebay motors page "Lincoln Continental Mirror" and you will find it.
