Sounds like your brake calipers are sticky. Did you clean and lube the slides on the calipers when you did the brake pad swap? If so you probably need new calipers.

Take it to a shop which has a lift, like an oil change or muffler shop, have them put on the lift. The leak will be apparent as it will be a wet recent stain. Then you will know if you are looking at a brake line fix, a leaking master or slave cylinder.
Do not blame the guy who did the pads 10 months ago, anything he did wrong would be immediately apparent and would not take 8 months to show.
Brake pads are worn. That noise is the sound of the backing plate for the brake pads hitting the rotors. You will need to replace the pads and probablt the rotors. When the brakes go metal to metal like that it typically destroys the rotor.
Normally a "pulsing" brake pedal means that that you have a warped brake rotor or the brake caliper is lose. I would start by taking the front wheel off and inspecting the brake pads and the rotor. If the brake pads are worn down bad replace them. Pay special attention to the brake rotors also as if the are grooved very bad, they should also be replaced.
I could see replacing the brake pads, if they are worn, but the other things, I think I'd get a second opinion. Usually by around 60,000 miles you'll need front pads, 90,000 miles, rear pads. I would ask whoever is doing the work to be shown the parts that need to be replaced.

Remove the Wheel from the SIDE YOU SUSPECT the NOISE is Coming From and INSPECT the Caliper and Pads, If the Bolts ARE there and Tight Check the Brake PADS and If they are Worn DOWN to Metal The Problem Is LIKEKY the Caliper Has SIEZED UP and Needs REPLACED along With Brake PADS and ROTOR.

if you had brakes and rotors 6 months ago,did you do just front or just rear? if you did front and squeal is in front,the new pads got hot and it glazed them,but the rotors are you pulsating pedal,are you sure they did rotors and pads? there is no way this should be happening in 6 months.
You could be right with the wheel bearings. But first take the wheel off and check that nothing is scraping the rotor. Look all the way around the rotor. A suggestion will be that the brake pads have worn enough that the brake pad wear indicator is starting to scrape. Pry them back a little.
Sounds like your brake calibers are sticking. Get new ones and new pads. You probably should get new rotors also because with the dragging calibers they most likely got hot and are warped. Search on ebay and www.rockauto.com . I personally use power stop drilled and slotted rotors with mid grade pads. You can probably get a whole kit.
