If my memorry serves me right, there is no tension to be adjusted, there is a shock absorber that is connected to the tensioner that keeps the tension under pressure. If the shock absorber has lost it's oil, it wont work proply and the belt wheel be lose. Replacing the shock absorber may solve this problem that you are having.
