Could be brake fluid, so look at the brake fluid resevoir.
Could also be water from the evaporator, from the air conditioner.
Is it oily to the touch?

The power steering pump is on the pasenger side and the reservoir is on the drivers side. The power steering fluid is actually hydraulic fluid and it is also clear.

Vw beetle emergency break light flashing

Check the brake fluid level!!!
Use recommended fluid (DOT 3, 4, or 5, whatever it says on the reservoir cap).
If the level is fine, check the level sensor, connector, and wiring attached to the brake fluid reservoir. These wires and connectors are known to corrode.
If the fluid is very low, and you need to top it up, there is a leak. if that is the case, tow it to a shop immediately.

Coolant leak in 2000 vw beetle on passenger side of engine

Is your car left hand drive? Just to know if the engine timing is facing the right side. If it is left hand drive and engine face the right side of the car, surely you will have a water pump leak and you have to strip the timing belt to renew it,

What type of brake fluid should be used in a 2000 vw beetle

Valvoline DOT 3 & 4 brake fluid. VW's past the 1996 Model year use DOT 4, so your safest bet is the Valvoline combination.

Cannot find dipstick to check transmission fluid on 99 vw beetle. do '99 Passats need transmission fluid added to the engine? If so, how do I do this?

There is no "dipstick for the VW Beetle transmission". This is a dealer check/repair item. The unit is typically sealed, but can have a leak if the seal on top of the transmission fails. About a $700 repair. This happened on my 1998 VW New Beetle.

When i apply the brakes on my 2004 vw beetle the pedal goes to the floor and barely stops the vehicle there are no leaks and the brake fluid resevoir is full

If there are no leaks and your pedal goes to the floor, it is most likely your master cylinder. DO NOT CONTINUE DRIVING THE VEHICLE!

This is a dangerous condition, and should be repaired immediately.
