When you change the filter, you drain all the gas that was in the feed line. Your gonna have to turn the key on and off several times allowing atleast two seconds between turning it off to on to allow the pump to come on again. Listen to the pump, when its not under load it will be higher pitched. When pressure builds up it will return to a lower pitch sound. When that happens you can start it again.
Cycle the key and see if you can hear the fuel pump come on. You can try spraying Gumout or starting fluid into the throttle body, to see if it wants to start up.
