Should be between the engine and radiator underneath the car. You may be able to see it if you look down towards the oil pan, on the radiator side of the motor.

Have a 1989Pontiac 6000 LE it won't start. It has new battery starter and altermator. I turn key and have nothing no clicking noise or nothing. Any help greatly appreciated

When turning the key to start measure for B+voltage at the S terminal on the starter solenoid . If no B+ voltage possible bad park neutral safety switch . check For B+ voltage at the heavy gage battery cable on the starter while trying to cranking the engine , less then battery voltage , bad cable . Find starter voltage drop testing on youtube , watch the video . Also starter circuit testing .

What tools do i need to take out a starter

LE, is that the f or 6 cyl?'
I just changed my starter (cyl) with a socket set. Only two nuts to remove if I remember... a very easy job.
The 4 cyl is even easier. Installation instructions come with the replacement starter.

About $100.

Fuel Pump Relay Switch

Underneath your hood, behind the passenger side headlight, behind the core support, is a bank of 2-8 relays. One of those relays is the relay needed for your fuel pump. There will also be a fuel pump relay fuse located there. The relay designation should be on the cover of the relay compartment.

Changed starter and now we get a revving/whirring sound

It sounds like the starter is not engaging the flywheel to crank it and is just spinning. If it were mine, I'd pull the starter out and see if anything looks strange and see if the starter gear moves easily.
