That truck has a "Hydraulic Clutch" system, there is no adjustment on those systems.

There is no adjustment to the ranger clutch as it is hydraulic if it is giving additional resistance in the peddle you probably need a new master or slave cylinder.

Clutch pedal is to high

There may be an adjustment bolt, called a stopper bolt, at top of pedal. Screw it out and pedal height will change.

Can you adjust the clutch pedal on a 1990 full size bronco

The clutch is operated hydraulically, and there is no adjustment. If your problem is that the clutch will not disengage or is hard to disengage you may be low on fluid or have air in the line. There may be a leak either at the master cylinder or the clutch slave cylinder. Bleeding the slave cylinder may restore pedal pressure. If the problem is that the clutch engages high on the pedal the problem is likely a worn clutch disc.

When clutch is let out all the way, truck will barely move, why?

clutch wear,, it should catch an inch or so from the floor, if not, try to adjust the cable, if that doesn't help its time for a new disc at min. clutches are just like brakes, they wear out

there are only two adjustment you can make on a hydraulic clutch set up and that is pedal hight and free play. To adjust pedal hight you rotate pedal stop bolt at top of pedal assembly to adjust the hight. To adjust freeplay you loosen the lock nut at the master cylinder pushrod and turn push rod in or out to the specified freeplay then you tighten everything back up

Have you checked interlock switch on clutch pedal, as it may need adjusting, or is defective. I believe that year had adjustable switch. Should be located at top area of pedal where your rod attaches.

1990 YJ Clutch at very top... is it pressure plate, or adjustment?

Unlikely to be adjustment, but check it anyway. - Ensure clutch throughout bearing is not carrying when clutch is out, i.e. when clutch is released, there is some 'play' in the pressure plate actuating arm at the gearbox.
Adjust if necessary.
If all above ok, only the clutch plate/pressure plate condition remains as cause.

Clutch lets out at the very top of the pedal

Sounds like the clutch is gone or going out. You can pull up on the clutch pedal with your hand then push down it should make a click sound but if the clutch is to far gone it won't make a difference. Your truck has a self adjusting clutch all ready. New clutch and labor for it will cost you $900 - $1200 dollars.

No the clutch is self adjusting and if it drives the last bit then your clutch is r/s
In other words worn out and on its last legs and you will soon get clutch when you take off or put your foot down to pass another car THEN its time to take it in and have a new complete assy fitted.
