I have a 91 Honda civic DX sedan with a 5 speed manual. When the outside temperature is above 50 or 60 degrees, (when outside temp is below this the engine will idle correctly) after the car is brought up to operating temperature it will tend to idle high. If I am sitting in traffic it will begin to idle as high as 2000 rpm ( this is a good guess, i don't have a tach). If I stab the throttle it will begin to idle down until I begin to move again and then it will rev back up.

take ur head to a machine shop get it checked for cracks and get the valve seals changed and that should probally help the oil burnin problem

it sounds to me that the instrument cluster has gone bad. not for certain because I cannot see it but if you have a mechanic tell you that it is a very strong possibility.

Try pounding on the gas tank with a rubber mallet or similar tool. (careful not to dent the tank) Try starting it. If it runs, replace the fuel pump (it's nfg). I've diagnosed numerous fuel pumps this way. Remember the pump needs to be replaced, if you drive it, you don't know when it'll fail for good. Hope this helps. Please post the results.
