My 1998 Concord runs the inside compartment AC/Heat fan at all times. Even if we turn off the AC unit, the fan stays on High, Thanks for the great help advance.

cooling fan has a heat sensor that controls it and is located on the engine...correct place on that car i do not know but local auto parts store should be able to help you out as to location....hope this helps
GENERALLY SPEAKING NO.BUT IF THE VEHICLE HAS A SEPERATE AC CONDENSOR FAN(IN THE ENGINE COMPARTMENT) AND IT IS FAULTY OR NOT WORKING IT CAN CAUSE EXCESSIVE HEAT THAT ONLY ONE FAN CANT COOL THE ENGINE DOWN. CHECK FOR MULTIPLE FANS CONNECTED TO RADIATOR IF TWO TURN ON AC SYSTEM AND CHECK IF ONE TURNS ON AND OFF WHEN AC IS TURNED ON AND OFF.
I bet you have a leaf or leaves inside the heater blower compartment. The blower motor fan is always turning slowly even though the AC or fan is turned off to provide for ventilation. See if the grinding noise changes when you turn the AC fan on or off.
You have a "blend" door problem, this door moves back and forth inside the air cting between the hot heater core and the cold AC core, it either shuts one core off or blends the air between the tow cores to get the desired air temperature at the outlets set by the driver or passenger. To replace this defective door and its electronically controlled stepper motor requires the dash be removed from the car. This is a HUGE job. You must have great repair skills and a factory repair manual or access to one on line like at www.alldatadiy.com. The heater hoses and AC are lines should be hot and cold, that is normal.
I would suspect a stuck cooling fan relay. Your going to have to locate the malfunction to get the operation that you seek. Reference owners manual for lcoation of the cooling fan relay and try switching it out.
First the switch this may not be bad switch it sounds like a bad blower resistor, this is what controls the speeds, the loss of heat may be low coolant level or a bad blend door actuator, depending on the heat/ac system in the van it may also be a bad vacuum leak in the engine compartment, some models use actuators to control system and some use vacuum, if the system looses vacuum the door will close until vacuum is restored, hope this helps.
Sounds like your blower control modular. It is located on the passager side floor under the dash. If you can find the blower motor and follow the wires back from it will lead you right to it (about half a foot away from it). It plugs into it. and has two screws you will have to remove to get it out. The two screws can be kinda hard to get to and you will have to get the modular from the dealer but if you can change it this should fix your problem.
I am guessing it has eatc. The blower speed controller is shorted causing the blower to stay on all the time. Replace the controller and you should be good to go. It is located under the hood on the evaperator case. Good luck.
