I suspect that you are low on fluid. If that is the case then a secondary problem would be "Where is the fluid going?"
Putting the top up takes more power than putting it down.
If you hear a whining or gurgling noise from the trunk area, that indicates a low fluid situation. Remove the rear seat and backrest. Look in that area and in the trunk area for hydraulic fluid. It will look like transmission fluid. Find the leak and fix it. If you replace a hydraulic line, replace them all. If you have a bad piston, replace them both. The pump (Behind the rear bacrest) has a reservoir on one end. The reservoir has a rubber plug on the side. Remove the plug and fill the reservoir with transmision fluid. I use a turkey baster with a clear hose attached. Put a rag under the opening to catch fluid and fill the reservoir till it overflows. replace the plug and cycle the top as far as it will cycle. Repat till the top works correctly and the reservoir will hod no more fluid.
