you need back to the timing belt and re_check the marks for the timing belt this are on the camnshaft and cranck shaft put on the EXACT position .I think is all what you need if is not explain with more details tnk.
The Ballancer Belt runs the ballancer shaft which was installed in the motor from factory to help offset vibrations in the motor or counter ballance for the engine to run smoother
you will need to open the engine up if you can not turn the cam fully. something has been bent or broken or else it will turn. by breaking your timing belt was it shredded? if so you do have internal damage
The timing should be set at 10 degrees with the service wire connected at 800 rpm and engine at normal operating temperature. Then recheck with with service wire disconnected it should be 8 degrees at 800 rpms.Hope this helps.Good luck.

check your wiring for dirty connections or broken wires, you may have wires that are rubbed through or connectors that are not making full contact. you will need an ohm meter and check wires for continuity. a wiring diagram will be needed.
