Hmm, sounds like you got a lot of work done recently... Do you think it is a result of the work or was the work done to try and remedy the hessitation? It could be MAF sensor. This sensor senses how much air is doing into the engine and coordinates the fuel delivery. Does it hesitate under load only? Like while driving but not when you just rev the engine in neutral? If you disconnect the MAF the car will just die unfortunatly there isn't an easy way to test it. Let me know if the car was doing this before the work or after only. Fuel filter could be hooked up backwards, and it will not flow enough fuel if it is. Cheers bro.

49 PSI (Pounds per Square Inch)

Position the ignition switch and the A/C system in the off position. Install a fuel pressure gauge to the vehicles fuel rail service valve. Confirm that no leaks are present, and place the ignition switch in the run position and utilize a scan tool to energize the fuel pump. This will bring the system to a stabilized fuel pressure that can be visually verified on the gauge.

it's possible that you could have a bad fuel injector.. also you should check your fuel pressure.. maybe you should try changing your fuel filter if it hasn't been changed in a while.. but I also think you should do a compression test, you could have low compression in one of your cylinders.

Neon hesitation when accelerate

I suspect that your fuel system is faulty. Check for a clogged fuel filter, or if your fuel pump don't run at all, replace the "fuel pump relay". Sometimes your fuel pump will run, but be too weak to hold pressure, which will let your car idle somewhat, but be too weak to run the engine at speed or under load.
If your car is getting fuel, then the igniton system is faulty. Things to check or replace in the order that I would check them are here: They are the coil, igniton module, cam and crankshaft sensors, map sensor. Your car may be out of time due to a broken timing belt/chain, or it may have been loose and jumped a few teeth on their cogs. Check engine timing and condition of belt. These are not all of the igniton components, but the most common items that go bad. The rest of the components and sensors shouldn't cause your car not to start, but affect driveabiliy.

It can only be a few things for this. My neon had some power loss one time. I replaced all the wires, plugs, and bought a msd ignition coil pack.. try just checking your plugs and wires
