That is the heater / AC blower motor ! There are electrical circuits and relays and blower motor resistor , blower motor etc... Electrical testing is the way to diagnose blower motor circuit . Looking at a wiring diagram to see what controls the blower motor on your particular vehicle would be the first step in diagnosing your problem . You will not only need the automatic climate controls, you will need everything to make the system work. The main wiring harness, the electronic control actuators for the blend doors, automatic systems usually have a variable speed blower motor and solid state resistor, the temperature sensor. You would be better off trading your vehicle for one that came from the factory with climate control.

There are 2 relays for the blower. The low blower relay and the high blower relay. They are both located
under the hood in the center of the firewall.
The low will have 4 wires from it, one lt. blue and 3 brown. The high will have 5 wires 1 purple(to blower mtr.) 1 black 1 dk blue 1 red and 1 orange.
Also, the blower resistor is in the same area if needed. Hope this helps.
Sounds like the problem is more with the blower motor assembly itself. The blower motor have micro-proccers built itnto them which comunicate with the control heads and do the actual regulating of the fan motor. Dealers have computers with diagnostic software which allows them to monitor what is happening in the eletronic controls of the vehicle. Electronic diagnostics without the diagnostic software makes it very diffecult to pinpoint the actual item causing the problem.
there is a blower motor control unit under the hood on the right side near the firewall, unplug this and it should stop running. normal problem for a lot of gm cars with electronic climate control
