Ac system is not cooling on 2002 ford taurus. First time it's been tried this year. Has always worked fine. 140,000 miles on car but still gets 30 mpg on highway.

Sounds like temp control valve is not working properly, or there is air in the cooling system, or the cooling sytem needs to be flushed. First thing to check for is air. Is the coolant level low? Also look in top of radiator while engine is cold and running to see if the coolant is moving and does it look dirty/sludgey.
About the only thing that you didn't list is the cooling fan. Are you sure that it's working properly? Drive the car until the engine starts to get hot. After awhile you should hear the cooling fan come on. After you have driven the car for a while, park it and open up the hood. If the upper radiator hose is almost too hot to touch, then check to see if the coolant fan is running. If it isn't, then turn the AC switch to "AC MAX". If the fan still doesn't come on, then a malfunction is indicated. Try to locate the fan control relay and swap it with another relay that has the same part number. Use a relay that will allow the engine to run. Allow the engine to reach operating temperature and see if the fan comes on after switching the AC switch to "AC MAX". The fan only working on high is due to a defective blower motor resistor pack which must be replaced. No heat can be a clogged heater core, defective heater control valve, or thermostat stuck open. On a 8 year old car it is time for a full cooling system service. Drain, flush, replace the thermostat, and refill with a 50/50 mix of antifreeze and distilled water.
Look at the front face of the compressor. Does the metal plate on the front of the pulley start and stop? If so, and you hear a lot of cycling (clicking on and off), you need to get your unit recharged. Good luck
I guess first thing to find out is why compressor is not coming on, as without that running you won't get any cool air. May just need a recharge, but I would have that checked out first. If system is low on freon, it won't engage, and if it is low, why, as in where is leak & how much to fix it, would be my first concern.
Yes the system can be full of freon and yet not work, the pressure switch could faulty, the expansion valve too could be faulty, he drier receiver too.
On switching 'on' the AC , is the AC compressor workingor rather does it engage?
The AC compressor clutch too could be not functioning.
I guess you have to go step by step to check first if the AC compressor does rotate on switching 'on' the AC.
Remove the rad support cover, remove the electric cooling fan and shroud, disconnect the tranny cooler lines, drain the cooling system, remove the upper and lower hoses, remove the rad brackets on top of the rad (one on each side), have someone hold the AC core out of the way and carefully slide the radiator up and out
