Hi from uk most modern vehicles now have rear fog light/s fitted and these rear fogs should only operate with the head lights are on dip beam and when head lights are off the rear fogs will go off too even tho switch is in on position this is so if conditions req you to have rear fogs on ? then head lights should be on also ? this also applies on the use of front fogs too however after market fitted lamps are wired direct via switch so they are on without h/lights which i'm sure you have seen? so if bulbs are ok/ fuse ok ? then try the above ?
I guess that your refering to the backup lights? They have their own fuse and aren't imune to having the bulbs burnt out. The bulbs are easiest to check as they may be black in color or knocked out of their holders. The back up light switch is part of the neutral start switch and they will have other problems like no start if it's bad. wiring and their plugs are also possible mainly if the car as been in an accident or other bending action.
