That's s failure of the secondary air pump. It'll have to be changed. It's an emissions component meant to help with cold start emissions. It won't cause engine running trouble but at inspection time you'll fail for smog. Change it before then and you'll be fine.

1992 Mustang 2.3L no start/rough idling issues, and fault codes.

Not sure, but all OBD-1 codes are two digit codes. Check this site/page to see if you are doing it right: http://www.2carpros.com/articles/ford-lincoln-mercury-obd1-1995-and-earlier-diagnostic-trouble-code-definition-and-retrieval
Check the egr valve operation-may need cleaning the passage of carbon deposits.

My check engine light comes on and goes off so when it came on i checked the code and got a P2195 code on my 2005 ford mustang 4.0 liter. Could it be because I use low grade ethanol gas or what?

You obviously know nothing about todays
technology or codes

If had of Googled the code, you would see
it has to do with an Oxygen Sensor

Google: OBD P2195 Ford Codes

Vehicles have no way to know what fuel your putting in them

How do I pull the computer codes on my 91' Mustang gt

If you have a check engine light on the dash, you would use a jumper wire attached to a pigtail plug near the driver side strut tower.
If you do an internet search for "Ford OBD-1 codes" you can find the procedure and the list of codes.
troublecodes.net/Ford is one website with this info
