2001 Dodge 2500 pickup heater fan only works on high. Replaced the dash controls but this did not fix problem, Is there a reostat ro relay somewhere that needs replacement.

It is not a relay. If you have replaced the resistor pack, then the blower motor speed control switch on the dash is bad. I am assuming you know the blower motor is good.
How about when the heat is on? You might have 2 reostats, one for heater one for A/C.The reostat controls blower speed Most cars only have one ,but who knows seen stranger thjngs,I have had bad blower motors only work on high.My guess would be a reostat.
i hand the same problem on another vehicle and the wiper would park anywhere. it was the intermittion wiper controller box located under the dash buy your feet. its the size of an cigeret box, junk yard it for 3 bucks.
If you are looking for the fan blower resistor, it is located behind the glove box. No tools need to get to it and a nut driver to remove the 2 screws to replace it. A 20$ part. It has 2 sets of wires coming off of it. A do it yourself fix.
