My 1987 Volvo 740 has a speedometer needle that sticks and sometimes falls short of properly measuring the speed at which I am traveling. I have a feeling the cable could use a cleaning and lubrication. Do you have any suggestions?

Just to warn you if you live in a state (like PA) that has inspections, if you go to a parts store to get your codes erased, the codes still show in the computer and you wont pass inspection. You have to take it to the dealer and spend $$$ to have it erased from the cpu. This is for 96 and newer volvos. This is why I stick to rwd redblock bricks Adam - 92' 245 with 345k miles and still running like a top.
There is a speed sensor on the rear diff cover that may me shot, however it is regulated by hertz so the dealer is the best place to see if the wires are okay. That sensor can be costly.
This is a control problem usually with a vacumn air supply system.
Check under the hood for any small cracked hoses and loose fitting
hoses on thier connectors. The other control hoses are behind the
dashboard and not easily accessable. You go into the dash or find
someone who can.
I just realized, you have an 87 that uses a speed sensor instead of a cable. You should have the mechanic check the sensors to see if they need to be cleaned or changed out.
I don't know what is causing this problem, but I know phil140701's answer is completely wrong on two counts. First, 740 Volvos starting at least in 1986 have electronic speedometers and no cable. There is an electronic sensor on the differential which sends a signal to the speedometer cluster. Second, if it were strictly mechanical with a cable then the voltage regulator could have no effect on it at all.
