Air is possibly getting into the system and from what I can tell you should replace the radiator cap. The pressure valve may be bad. Road test the car after you replace the cap and top off the system.

98 laredo, battery wont hold a charge after about 15 min, engine cranks and wont start, or have to unhook vacuum hose to pcv valve, thenhas rough idle/run,shuts down while driving

If you have to remove the PCV to get it to run, it's starving for air. Most likely a bad idle air control valve. Battery wont hold charge is a separate issue. Get your charging system tested

Brakes seizing up after 10-15 miles

Do you live in a rusty climate? You don't say what car or if it's front or back, but rusty parking brakes that don't release is a common problem. Also, brake lines CAN have a little pinch/break in them that make them act like a valve and you step on the brake and push fluid down, but then the 'valve' closes and the fluid can't be released back and release the brakes leading them to grab/overheat.

Antifreeze keep coming out of my overflow on my 1999 alero olsd.. i chnge the water pump , radiator, thermostate , and no milky in oil,, it did nt over heat what else coud it be/

how about a bad cap, if it doesnt overheat then you may have a bad cap allowing coolant to flow into overflow when it shouldnt, the overflow is for when pressure builds to a certain amount it flows but not always and a bad cap will do this, good day.
