No way. I have to disagree. I found dropping the entire fuel tank very simple and encountered no problems when doing so as I was replacing the in-tank fuel pump. Cutting a hole to access it? This is a short cut that is careless and damaging AND dangerous, to say the least. Spend the little extra time required and do it the RIGHT way, you'll be glad you did.
Cutting a hole in metal above fuel pump is way easier than dropping the fuel tank. Avoid sparks though! A shortened oiled hack saw blade on a jig saw may do the trick. Cut three sides and bend panel back, seal back with bondo, liquid nails, puttty two part epoxy, etc.
Dropping the tank is easy if the bolts aren't all crudded up or cold welded on. Puting the tank back is the real chore. Cutting a hole damaging? It's under the carpet and if you seal it back good it will outlast the rest of the car. You bet it's a short cut, literally. And next time you have to access it, you'll be glad you did. Dangerous? Sure if you use a torch to cut it, baptise the underside with a hose, or leave it to the pros. Gas stuff always requires safety.
