Is the airbag light on as well? These were under recall for a "Clock spring wiring kit" Its what sends signals for the airbag and horn, Call your local dodge dealer and do a recall check. You may get this fixed for free...

Horn do not work

If the horn doesn't sound, check the horn fuse in the power distribution center located in the engine compartment. If the fuse is blown, replace it and retest. If it blows again, there is short circuit in the horn, or wiring between horn and fuse block.

Horn is located under vehicle on the front side of the vehicle between fender and front bumper.

Horn doesn't work ,how do I test it to find the problem

an easy way is to switch relay with one that you know is good. aslong as the numbers are the same it can be switched. most all the relays in your dodge ram are the same.
