If the cooling fan stays running, it's possible that your cooling fan relay is stuck in the on position and is supplying constant power which is why it stays running. Swap the relay with a similar one in the fuse box to see if it goes off. If it does, replace the relay. If it doesn't, you may have a wiring issue or possibly a computer issue which is grounding the relay for constant per..
depending on the engine temperature the fan is supposed to remain on after you turn the engine off, until the engine reaches a preset cooler temperature. when it reaches cooler temperature usually within 5 minutes or so it should cut off... if you cut it off and it is running 30 minutes later.. then there is a problem with the fan relay or temperature sending unit.
coolant temp sensor tells the computer how hot or cold the engine is so it can regulate the idle and fuel mixture, when it fails there usually is no cooling fan and you will have trouble starting the engine and keeping it running.

That is absolutly normal, the fan is designed to run at a certain temperature not just when the motor is running. On short trips or cool weather the fan won't run at all till needed.
