Bad relay to fans usually causes this and if computer is shutting it down over heating issues then means it's reading correctly from the coolant temperature switch meaning that's working. Given that the computer wants to shut it down and knows it's hot should mean it's sending the signal for the fans but no results because relay. Easier to determine if you have twin fans because if the fan motor was bad only one would not work.
The fan clutch isnt engaged at all times, therefore it may be normal to hold it in place (not recommended). On these trailblazer's 4.2L engine the fan clutch is electronically controlled. Usually when this vehicle's fan clutch malfunctions, there is a random ticking noise while idling or at a stop, also the "service engine soon" may turn on. As for the the fan speed problem, this may be a faulty blower resistor malf (typical) or climate control unit may be faulty. Hopefully this helps!!
Hello. First, it is probably that the clotch in the coolin fan isn't working. When the coolin fluid is warm, the temperatur put it in work, and the fan works rapidly, when the temperatur lows, the clotch loose the fan an is waiting the warm up again. But your Jimmy don't have the coolin fan in the principal belt, it have an electric coolin fan. In that case, your problen is for a low level of coolin water, or the relays of the electric fan don't work properly.

HI, there are three devices that control fan operation and speed as well. i recommend inspecting these three components for there operational value. test thoroughly and check the wires as well. if you detect any faults within these three devices, replace immediately. I will list the parts to inspect and there respective definitions as well.
Problem spots to inspect--
1.Inspect the Cooling fan switch-- The cooling fan switch on electric fans monitors coolant temperature signals from the engine control computer. When the engine is cool, the switch opens to keep the fan from spinning. When engine is warm, the switch closes to turn fan on for cooling.
2. Inspect the Cooling Fan Control-- This module Reads the temperature of the coolant and passes the information to the engine control computer (ECC). The ECC receives analog information and signals the cooling fan switch to cycle the cooling fan on or off, as required.(controls actual speed as well)
3. Inspect the Temperature switch-- A bi-metal, heat activated, switching device that controls an electrical circuit based on engine metal/coolant temperature. It controls the cooling fan(s), temperature light or gauge, fuel mixture, emissions controls and electronic-control unit functions. It's usually made of brass or stainless steel and uses a tapered pipe thread (NPT) for dependable sealing. replace if faulty.
You will find the problem in one or all of the above discussed areas.
If the fan only works on "high" fan speed then you need to buy what is called a blower motor resistor. You might be able to get one from your local parts store. I don't think that is a dealer item because of the age of the car. But if it is it shouldn't be very expensive. This I'm positive will solve the issue with the front fan. Don't have enough information about the rear . Hope this is helpful.
2002 Grand Caravan. The rear heater also has a resistor for the fan speed control.(3 speed) It is located under the rear passenger side plastic cover. You can take off the rear tail gate lower plastic piece and this will let you pull out the side panel. You can reach in and take out the two screws that hold in the resistor and unhook the wiring adapter. You do not have to take off the whole side panel as you can reach in from the back. The resistor unit can be bought at you local dodge dealer.
