This Sounds Like The Linkage On The Gear Box Has Changed ,The Lever Is Not Reaching The Correct Position When it Is moved to park ,Drive, Etc. Check The Cable ,Linkages From The Change Lever To The Gear Box
You don't state whether the car is manual or automatic transmission (yes, the Taurus SHO was made during the 1990's with a manual transmission). The RPM's could be an indicator that your car needs a tune-up by a qualified mechanic. Regarding starting the car in neutral, if it is a manual transmission, it won't start in "gear", the reasons for that would be obvious.
If it is an automatic transmission, you DEFINITELY need to take your car to a mechanic. If your car has been worked on by a backyard mechanic, it may have serious problems that need to be corrected before something undesirable happens: I had a car once that would start "in gear" and it was an automatic transmission. I almost ran over my boss once because I forgot to make sure it was in "park" when I started it. That could have been tragic.
It sounds like you have a damaged shifter cable.It is an adjustable cable but if it is that far out of adjustment then it is probably damaged. Replace it.
my ford taurus did this to me too.... your car wont move out of park because it might be the neutral safety switch because your brake light connector piece might have come undone... now first off the brakes (my switch was above my brake pedal) and just make sure its clipped in and then your neutral safety switch should go of and you can put it into gear. if you cant find the brake thing to see if its unplugged just turn your key slightly on before all your dash lights come on and put the car into neutral and then start your car and you can put it into gear.
