Rubbing coming from front passenger side tire?

If the tire started coming apart it could have hit the brake dust cover and bent it.

One or more of your tires are no good.
How to check this is : hard to explain.. but will try.. Rub your hand on top the tire... If you are on the passenger side of car rub them counterclockwise and drivers side clockwise... If the tread is bumpy, it will make that noise... If the treads are smooth, then the tire or tires ar o.k.

One wheel turning faster than the other is normal if both wheels are off the ground. If one wheel is dragging when the other wheel is on the ground, it could be brakes or a wheel hub bearing.
Usually if the noise happens on right turns, the left hub bearing is failing, and vice versa.

If its not the bearing and your Mercury is front wheel drive, it could be the "CV" joints.
It could be both....

Is the wheel rubbing the brake caliper?

Is something like the wheel well liner rubbing the tire(airflow pushing it into tire)?

Jack the tire off the ground and rotate it by hand. Push in & out at the top, sides, and bottom of the tire. Little or no play is considered acceptable. If you get a "clunking" sound and/or a lot of play the bearing(s) are bad. (If front wheel drive, chock rear tires, put transmission in neutral so you can rotate tire.)

Did u have your wheel barrings checked.If not the do it your self its easy just jack the wheel from below the lower control arm. spin the wheel any where u like if u feel it runs roughf it could be the barring is off. or if not then check for a free play in the wheel by placing a lever below the wheel and lifting it slightly.But be careful not do drop the car on ur self..It would be better if u posted complete info about ur vehical type and made to make further notes on it tc be safe..

sounds like you have either tie/thrust rod ends going bad, or ball joints. Your wheel bearings could be going bad as well. Any of these can cause this problem. To check the tie/thrust rod ends, turn the vehicle off, and have a friend turn the wheel back and forth while you look at the steering linkages. If you see anything moving more than the part that it's attached to, you have found something that needs replacing right away. For Ball joints, put a jack on the a-arm right beside the wheel. Jack it up, and watch the tire as it starts to come off the ground. If it slides out when it just gets off the ground, you have bad ball joints on that side. Wheel/hub bearings can be trickier, unless they're REALLY worn. Jack the car up so that it's clear of the ground, and see if you can make the wheel wobble by moving it with your hands. You may also notice a grinding or whining sound coming from the affected side. You'll especially notice it if you drive with your window down, as you're passing a building or other hard object, as the sound reflects back at you. Hope this helped you find your problem.

Repeat the experiment and rotate wheels at same time. Might be just coincidence and it is actually a belt. My guess would be power steering.

Check the condition of front disc brake pads, if they are in need of replacement a preset little metal arm starts rubbing the discs and will make a whining noise. It doesn't do any damage but it's irritating to listen to.

It could be chopped tires or a front wheel bearing. Rub your hand around the front and rear tires and see if they are un-even like a wash board. If they are they need replacing and will make a wierd whining noise that changes with the speed.The wheel bearings can also make this noise so check the tires and go from there.
