My subaru legacy 96 running tail lights don't work. The brake lights turn on, as well as the reverse lights, but the running lights are gone. The fuses are all good, and I think it might be the relay, but I don't know which one to check, or where it is. Is there something else that could be the problem? The front side lights (not the blinkers, the other ones) also do not turn on.

See fuse 23 and 5, not only check those fuses, use a test light and check voltage on those fuses. That lower fuse goes hot when park lamps is turned on. Could be other issues? I can only help with testing.
The globes on tail lights are usually 2 elements so just because ur brake when pressed works doesnt mean the second part of the globe is working id buy new tail light globes or at least see if both little wires are going from one point to the other it looks like 2 little power lines .if top and bottom are both going to the other side tgen its another prob but if top or bottom line are broke then thats the problem hope i didnt confuse u but im sure u will get what i mean when u have alook at the globe

this sounds like a ground issue........ did u replace with new bulbs? not all bad bulbs show" burned " out filiments good luck jimmy

which transmission does the car have? this could be a bad transfer case in the transmission or a damaged axle

Can't gaurantee it but the catalytic converter would be 1 thing to check. Had the same problem on a mondeo 3500rpm max and gutless as, I found the cat had fallen to bits and blocked the exhuast pipe loads of back pressure etc. hope this helps.
