:) you already know the answer, its the relay, you will have to replace it. However it isnt under the dash its under the hood. There should be a fuse box, with fuse's and relay's in them. Open the box and you will be able to identify the relay by
1.) its labled
2.) listen to the clicking
3.) touching each one and you will feel a vibration when it clicks.
if you wish you can sub the relay with another one from the same box (be sure its the same kind) to verify it is the relay.
Remove it and buy a new one. Yes you can remove the relay and drive the car, just the lighs wont work :)..

replace both headlight bulbs
each bulb has two filiments inside the bad bulb has a burned out filiment but, they should be replaced as a pair
and, do not touch the glass with your fingers
the oil from your fingers can cause the bulb to fail

IT may be as simple as replacing both head lights the high beam may be out in one and the low beam in the other, if not your proably looking at a faulty combination switch.
