Pulling back on the dimmer switch is using the "flash to pass" feature common on most cars and trucks. You are putting power to the high beam circuit without using the headlight switch. You would need to check for power in and out of the headlight switch for the headlight circuit, and then the dimmer switch. On models built after 1996 the headlight switch grounds the lights.
The headlight switch gets power for the headlights from a 50amp fuse. The fuse powers the headlight switch then the dimmer switch breaks for high and low beams. So if the high beams work, the problem may be with the dimmer switch. The dimmer switch is made into the turn signal switch on the column. You would need to check the low and high beam circuits at the switch for power.
I have a 2004 ram 2500 and all my lights work except for low beams. It is not in the switch, I haver replaced the switch with no change. This is a circuit problem with these dodge pickups. I haven't firgured out what it is but it isn't the switch. and unless the low beams and high beams are fused seperate, it isn't a fuse problem either. i have looked for a fuse and can't even find the fuse for the headlights. Im lost like you!
