Try checking for other things running on the same circut like a power point or cig lighter they would make the fuse blow also.

Horn may be shorted internally. Try pulling the connector off the horn, put in a fresh fuse, see if it blows.

If it still blows, you have a short in the wiring or the relay. If there is no obvious short in the wiring, change the relay.

If the fuse doesn't blow with the horn disconnected, replace the horn.

    The relay is in a box in tghe engine compartment fuse box with other fuses and relays. There should be a map there of which relays are which. Relays are little boxes that take the small signal from the switch and provide power to the part the switch wants to turn on.

You need a good auto-electrician. Something in the shifter is causing that fuse to blow. It must have some shared power. Your doors work fine. Take the control apart and check for chafing, and check all the way down to the transmission.

Normally these are on the fender wells in the engine bay, underneath a plastic vanity cover. If I had to guess I would say the driver side. On the bottom side of that cover sometimes there will be a sticker location of the relays, because they will all be the same size and color.

The horn uses a relay switch which is also in the fuse box.
Find the relay switch and get the number off of it.
Check other relay switches in the box for the same number and "swap" the two to check the horn. If horn works, purchase new relay for the horn or the other accessory.

1992 Pontiac Grand Prix Problem

The horn wire is grounding out inside the column. Probably got pinched or a little insulation stripped. You will have to trace the wire thru the column or just replace it.
