Maybe on re-assembly of the column you disconnected the wire lead at the top of the column for the horn OR the spring & copper-tit piece popped out. If it were just shorted, the horn would blow constantly.
I just went through my horns and directionals and now I can\'t get the steering wheel to seat properly.. Hard to drive without it.
Most cars run the power to the horn all the time, and then send the ground up the center of the steering column shaft, where it connects to slip ring. This can be tested by just grounding it under the horn ring.
But some cars use a relay. The steering column wiring is the same, but it just activates the relay primary instead of the horn directly. They the horn runs off the relay secondary, with power in and horn out. This kind does not have power to the horn all the time. But the relay can be bad. Just test by jumping the relay secondary, and making sure the secondary is getting current with a test light.
You missed something putting the column back together. IDK the design of the wheel, but if all the wires to the column are good, I'd look at the switch itself in the column. Probably not making contact.
