the air feels hot ( compressed) because the ac compressor is not working
you say that occasionally it kicks in and then the air is cold
that could be either a climate control module , thermostat compressor relay problem but which ever way you look at it it will cost cash
the best way is to have the problem properly diagnosed by an accredited ac specialist shop and get a quote and then decide on the fix
with the engine off and keys in your hand, find the ac compressor and try to turn the clutch assembly in the very front of the compressor,if it is hard to turn, then the compressor is bad.
Under the wipers on the passenger side...Open the hood. On the passenger side-- Unscrew the large headed plastic screw (slotted) and pull out the 2 push rivets that hold the plastic cover at the bottom of the windshield. Pull this whole cover off, being careful about washer tubing or anything like that which can catch. The filter should then be visible. Make sure you put in the replacement right side up. It should have an airflow arrow on it ---->
