You will need to remove the interior panel from the loft gate to access the latch.
There are 4 screws along the bottom of the panel to remove then carefully pull the panel away from the lift gate there is plastic clips that hold the panel to the gate these may need to be replaced when re installing the panel they can be purchased at the jeep dealer.
Now look into the lift gate and you will see where the handle rod conects to the latch lift on this rod and the gate will open
On the inside panel towards the center of the plastic, there should be a small square that pops out with a screwdriver. This is the access panel to manually move the rod to open the tailgate. Once opened, you have to remove the entire plastic cover and adjust the rod by removing one side and screwing it in a turn or two. Hope this helps...
SOURCE: 1994 Jeep Grand cherokee rear lift gate
Well My 94 Jeep Grand Cherokee had the same problem and we had to just cut into the lift gate panel from the inside. It required cutting plastic but with a 94 looks arent everything and a working lift gate was worth it. But then we pealed back this black plastic mat under the panel and lifted up on the release bar(verticle bar that lifts the latch) and once we got it open we adjusted a little clamp that had slipped. Dont adjust it too much or when u lock it it wont lock! But sorry i dont know the name of the parts. But then u can screw the panel back in and it wont look to bad besides some cuts.

does your key lock and unlock the latch assembly?
How do you accsess the inner panel screws when you can't open the rear lift gate door?
We have a 1999 jeep cherokee sport and the rear lift gate will not open from the outside or by releasing it somehow inside. It does not work with the key also. You can not access the screws from the inside for the cover panel so there is no way to get to the latch mechanism. If you pull on the handle from the outside it just clicks but does not open even if you have someone inside pushing on the door at the same time.
