In my 1994 Chrysler LeBaron convertible, the security system is preventing the car from starting. We've tried manually locking and unlocking the driver side door, which resets the system, but when we try to start it again, the starter has been disconnected and the hazard lights start to flash. How can we get it started?

Try removing the alarm system relay, some car alarm has also a fuse on the alarm that you can remove.
Many car alarms unlock by inserting and turning car key while you connect the battery.

1999 CONCORDE: check the battery terminals probably they are not tight enough...something like that happened to me just the lights turned on and the car seemed to be dead, the battery is still ok since then. I just needed to buy new terminals.

yes u need to drop the tank out. there is no underseat access.

A code 12 is the ECT or engine coolant temp sensor voltage too low.
32 is is the Low speed fan control relay circuit
17 is injector control circuit

It may be best to have someone with a scanner to determine if your fan circuit / relay sensor is getting proper voltage however you may be able to at least check to make sure the sensor is plugged in securely and is located on passenger sode of engine near the distributor.
