One headlight works and other doesn't but when I switch bulbs I still have same issue. Drivers side dayrtime n highbeem works and passenger side just low beem works but when I switch bulbs then its still same problem. The bulb that worked as low beem in passenger side only works as highbeam and daytime on drivers side.

The headlamps are controlled by the IPM (intellegent power module) which is a fancy name for the underhood fuse box. The fuse box has its own computer that controls lighting. The only thing you can do is check for power the the drivers side headlamp. The drivers side low beam is power by the white w/ dark blue wire. If there is no power then a trip to your dodge dealer is the next step.

It is possible that there is an issue with the ground wire so make sure the ground wire is grounded.

I have a 2004 chevy imapala, the headlight on the drivers side will not work, we switched the headlight with the passenger headlight and it works fine and the passenger did the same thing on the drivers...

If the good bulb worked on both sides and the bad bulb did not work on either side [I think this what you said] then the bulb is burnt out.
Just to be sure see if the supposed defective bulb works on High beam.

Drivers side head light is way dimmer than passenager light even after new bulb replacement

When looking from the outside of the headlight at the bulb, can you see the bulb clearly??
These lenses are notorious for dulling very badly. If it has you can use a regular headlight 'restoring' kit sold at most auto part locations.

If it is not a lens issue, you may have a wiring/supply issue.
Then you would need to find the troublesome wire/connection.
I am not the best at wiring issues, but I would try to find a power source wire with the same amperage rating, run a bypass jumper from a known good voltage source and see if the light changes. If no change, your problem may be the harness or plug at the rear of the headlight bulb.

More than likely the problem is with the control switch that turns on the high beams, that switch is mounted on the steering column, the high electrical current load that the high beams draw burns the contact inside the switch and the end result is what is going on with your car. To replace the dimmer/headlight switch you will need to remove the trim around the steering column to access the switch for replacement.

TEST
remove both bulbs from the lamps but leave them on their wires switch on and see if the bulbs are still different brightness if not they the passenger side lamp housing has damaged mirror is dirty or missalined and needs adjustment. if they are different brightness then this may be a earthing problem.
