The fuel pump is in the tank, You will have to drain the fuel and disconnect the fuel lines (will need a fuel line release tool, they are sold at most auto parts stores) and the filler hose. Then remove the fuel sending unit out of the tank.

Where is the fuel pump for a 1999 ford taurus?

the fuel pump is located inside the gas tank, the gas tank must be removed to replace the pump, there is no access plate like in some Japanese cars.

Fuel pump access panel..

you do have to drop the tank, it is not that hard of a process, once you have it down, there will be a ring that you will need to turn, it will loosen the fuel pump, undo the wires and replace. Be carefull when you pull out the pump it will have the float attached that goes to the fuel gauge.
